The overall site is bounded to the north-west by Sean Moore Road, to the north-east by South Bank Road, to the south-east by Dublin Port lands and Dublin Bay, and to the south-west by Sean Moore Park. The overall site subsumes the 4.3 hectares site of the infrastructure permission (Parent Permission) (Reg. Ref. PWSDZ3270/19) for which Dublin City Council issued a Notification of Final Decision (10-year permission) on 28 January 2020, permitting: streets, transportation, water services and utilities infrastructure; public realm and public amenity spaces; and temporary landscaping of a school site, to facilitate Phase I development as provided for under the approved Poolbeg West SDZ Planning Scheme. The overall site also includes a recently issued planning permission (Phase 1) (PWSDZ3207/21) which relates to the development on a site area of some 4.46 hectares and proposes 570 No. apartments within a mixed-use development (53,032 sq m), as well as the Multi-Modal Transport Hub (232 sq m) and the Meanwhile Use 'Cultural Hub' (1,364 sq m). The Phase I Permission is located directly adjacent to the proposed Phase 2 development (opposite side of Central Boulevard) within the overall site. The overall site is also the subject of an application for planning permission (Phase IB) (PWSDZ3406/22) which relates to the development on a site area of some 0.76 hectares and proposes 356 No. apartments and residential amenities within a mixed-use development (43,944 sq m) comprising I No. block (identified as Block L). The Phase 1B application for planning permission is located directly adjacent to the proposed Phase 2 development (opposite side of Central Boulevard) within the overall site. The proposed Phase 2 development will consist of: amendment to Permission Register Reference PWSDZ3270/19 in those areas where the net site of 2.10 hectares overlaps with the boundaries of the earlier 4.3 hectare infrastructure permission (including amendment to the urban tree planting along the Sean Moore Road interface); and the construction of a residential and mixed-use scheme comprising a floor area of 64,906 sq m (54,682 sq m above basement), together with a basement/undercroft area of 10,224 sq m, comprising 2 No. blocks (identified as Block D and E) to provide: 516 No. apartment units and associated residential amenity facilities; a childcare facility: 5 no. café restaurant units; 2 no. Retail Services; 14 no. Retail Units; 1 no. Foodhall, 1 no. Health Facility: basement car parking; together with associated infrastructural works on the overall site. The proposed development will also include provision of the South Bank Link Road as identified in the SDZ Planning Scheme. The 516 No. apartment units will include 143 No. "Build-To-Rent" apartments (including resident support facilities and resident services and amenities), 52 No. social housing apartments, 77 No. affordable housing apartments and 244 No. apartment units. (The social and affordable housing is provided in accordance with Objective H7 of the Planning Scheme.) Access and servicing of the proposed Phase 2 development will be by way of the central boulevard as permitted (subject to compliance with Condition No. 24e) in the Phase 1 planning permission (PWSDZ3207/21) which also amends the infrastructure permission (Parent Permission) (Reg. Ref. PWSDZ3270/19) amongst other things. The proposed Phase 2 development will consist of: Blocks D and E ranging in height from 4 - 10 storeys over basement/undercroft to provide 516 No. apartment units (with balconies/terraces to be provided on all elevations at all levels for each residential block), consisting of: 180 No. 1-bedroom units; 252 No. 2-bedroom units; and 84 No. 3 bedroom units (for the avoidance of doubt, Section 11.5.1 of the Planning Scheme clarifies the description of "height" in Figure 11.3 to be taken from the constructed ground floor level; references to 'basement' and 'undercroft', respectively, are interchangeable given the changes in level across the site); the provision of 1,404 sq m of residential amenity facilities (to include a gym, co-work space, meeting room & other private amenities) a childcare facility (453 sq. m) located at the ground floor of Block D providing c.90 No. childcare places, and an outdoor play area of c.200sq m; 17 No. retail spaces (Retail Units, Retail Services & Foodhall) located at the ground floor of Blocks D & E (Total GFA 2,172 sq m) 5 no. café / restaurants located at ground floor level (Total GFA 722 sq m); A total of 103 no. residential car parking spaces (incl. 5 no. disabled access spaces & 21 no. EV spaces), 8 No. car share parking spaces, 4no. crèche parking spaces, 1 no. health centre parking space & 6 no. retail parking spaces located at basement level with vehicular access from the street level (Block D south eastern elevation), the provision of 20 no. on-street car parking spaces (incl. 6 No. EV on-street car parking spaces and 6 no. disabled access spaces) and 5 no. loading bays. The proposed shopping centre will be served by a public toilet block (215.5 sq.m) with associated accommodation including cleaning, parent and sensory rooms, wheelchair accessible toilet and changing facilities, a reverse vending machine, mall and circulation floor space including service corridors, associated stair / lift cores and fire exit corridors, a CCTV and security room, a gas meter room, and a loading bay to the rear with associated pallét areas (to be served via existing service entrance adjacent to south- eastern boundary of site on Crumlin Road), totalling 1,657.1 The proposed development includes a sprinkler tank, pump room, ESB substations, switch rooms, a generator and transformer and a recycling bottle bank all located to the rear of the proposed development, totalling 214.4 sq.m. The proposed development also includes the provision of a mobility hub located adjacent to the western entrance to the development on the southern boundary which will provide safe and secure bicycle parking, a taxi rank, an interactive map, a USB charging facility, a pump, parcel lockers and scooter parking. In addition, the proposed development includes the retention of 400 no.existing car parking spaces on site (loss of 103 no. existing car parking spaces) which will be upgraded with the provision of 80 no. EV Charging car parking spaces, family car parking spaces, 'click-and-collect' car parking spaces and online delivery infrastructure, wheelchair accessible car parking spaces and car share scheme car parking spaces. The proposals also include 20 no. motorcycle parking spaces and 267 no. bicycle parking spaces including 6 no. cargo bicycle parking spaces. The bicycle parking spaces will be accommodated in dedicated bicycle parking stores (44.5 sq.m + 35.18 sq.m) located to the rear and adjacent to the northern boundary respectively, and through the provision of external bicycle stands. The development will be served by the existing vehicular and pedestrian access off Crumlin Road with proposed upgrades including a raised table at entrance. A separate access for deliveries and services is also proposed which will be located on the south-eastern corner of the site on to Crumlin Road with proposed upgrades including a raised table and service yard gate. The development will also involve the provision of urban realm upgrades and improvements including hard and soft landscaping to the south of the proposed building along the Crumlin Road, provision of associated signage on western and southern façades including a 6m high totem pole located adjacent to the main vehicular entrance on Crumlin Road and a 3m high totem pole located adjacent to the entrance on the western façade, boundary treatments, public lighting, solar panels on roof, green roofs / SUDs treatments, retention of existing taxi rank on Crumlin Road and provision of foul, surface water and water services on site with connections and modifications to existing. An Environmental Impact Assessment Report has been prepared in respect of the proposed development. A Natura Impact Statement (NIS) has been prepared in respect of the proposed development.

Improvement works to Richmond Road are also proposed including carriageway widening up to c. 6 metres in width, the addition of a c. 1.5 metre wide one-way cycle track/lane in both directions, the widening of the northern footpath on Richmond Road to a minimum of c. 1.8 metres and the widening of the southern footpath along the site frontage which varies from c. 2.2 metres to c. 7.87 metres, in addition to a new signal controlled pedestrian crossing facility, all on an area of c. 0.28 hectares. The development site area and road works area will provide a total application site area of c. 0.83 hectares. The proposed development will principally consist of: a Large-scale Residential Development (LRD) comprising the demolition of existing industrial structures on site (c. 3,359 sq m) and the construction of a mixed-use development including artist studios (c. 749 sq m), a creche (c. 156 sq m), a retail unit (c. 335 sq m), and a gym (c. 262 sq m), and 133 No. residential units (65 No. one bed apartments and 68 No. two bed apartments). The development will be provided in 3 No. blocks ranging in height from part 1 No. to part 10 No. storeys as follows: Block A will be part 1 No. storey to part 4 No. storeys in height, Block B will be part 1 No. storeys to part 10 No. storeys in height (including podium) and Block C will be part 1 No. storeys to part 9 No. storeys in height (including podium). The proposed development has a gross floor area of c. 14,590 sq m and a gross floor space of c. 13,715 sq m. The development also proposes the construction of: a new c. 204 No. metre long flood wall along the western, southern and south-eastern boundaries of the proposed development with a top of wall level of c. 6.4 metres AOD to c. 7.15 metres AOD (typically c. 1.25 metres to c. 2.3 metres in height) if required; and new telecommunications infrastructure at roof level of Block B including shrouds, antennas and microwave link dishes (18 No. antennas enclosed in 9 No. shrouds and 6 No. transmission dishes, together with all associated equipment) if required. BTR units at each level from first to sixth floor level (18 no. units), including the conversion of a 2 bed (3) person unit on each floor level to a 1 bed unit (6 no. units); and • A reduction in the area of a seventh-floor level external communal amenity space from 174 sq.m to 139 sq.m and revised landscaping design. -The provision of an additional escape stairwell from ground floor level to the first-floor/ podium level communal amenity space courtyard, together with an additional ground floor access onto Mill Street. Minor consequential amendments include: • A reduction in the area of the first floor/podium level courtyard from 330 sq.m to 310 sq.m together with a revised landscaping design; and • Alterations to the layout and access arrangement to the BTR bin and bike storage areas at ground floor level. -Revisions to an internal circulation/ escape stair core in the north-eastern part of the building at ground floor level, including the provision of an additional escape corridor (incl. 2 no. additional cargo bike spaces contained therein) to the BTR bike store. Minor consequential amendments include: • Revisions to the internal and external access arrangement for the adjoining commercial bin and bike store; • The relocation and redesign of a permitted ESB substation onto Newmarket Square; and, • A reduction in the quantum of ground floor commercial/ retail floor space from 606.1 sq.m to 594 sq.m -Revisions to the unit mix of the permitted development at first to sixth floor level in the northern part of the development, including: • The conversion of 12 no. 2 bed (4 person) units to 7 no. 3 bed units and 5 no. 2 bed (3 person) units; and, • The conversion of 5 no. 1 bed unit to 5 no. 2 bed (4 person) units. -All associated external amendments on all elevations arising from changes to the internal layout of the development, including: • Revisions to the landscaping of roof level communal amenity spaces at seventh and eighth floor level; • Minor revisions to the design and location of ground floor access doors and windows on the northern, western and southern elevations; • Alterations to the extent and design of the plant and circulation area at the top roof level; and, • A minor increase to the massing of the seventh-floor level arising from an extension of the circulation core in the south-western part of the building. The proposed amendments will result in a minor (35 sq.m) increase in the building floor area from 10,655 sq.m Gross Floor Area (GFA) to 10, 690 sq.m GFA, together with a revised mix of dwellings comprising 1 no. studio unit, 71 no. 1 bed units, 6 no. 2 bed (3 person) units, 35 no. 2 bed (4 person) and 7 no. 3 bed units. The proposed development also includes all associated and ancillary site and development works. The application may be inspected or purchased at a fee not exceeding the reasonable cost of making a copy, at the offices of the Planning Authority (Dublin City Council) during its public opening hours.
